In Bulletin 2014-03: Regulatory Approach for Shallow Thermal In Situ Oil Sands Applications in the Wabiskaw-McMurray Deposit of the Athabasca Oil Sands Area, we announced that we were conducting a technical review of the factors that affect reservoir containment of steam-assisted gravity drainage (SAGD) projects in a shallow thermal area. We also announced that we would consult with stakeholders to develop formal regulatory requirements. A draft directive has been developed and we are now seeking your feedback.

To provide feedback, complete the feedback form available on the draft directive’s webpage. Feedback or questions on the draft directive should be sent by e-mail to [email protected]. Feedback will be accepted until December 31, 2015. All feedback received will be reviewed and may be used in finalizing the directive. All of the comments provided through this consultation will form part of the public record, and any comment received may also be attributed to the specific individuals providing it. Personal information provided with comments will be collected, used, and disclosed in accordance with the Freedom of Information and Protection of Privacy Act. We may use the personal contact information you provide for follow-up communication related to your feedback.

To help you better understand how the draft directive was developed, we are also providing the results of our technical review. We first prepared five reports that described our understanding of the issues. In June 2014, we distributed these reports to industry stakeholders, consultants, academics, and an environmental nongovernmental organization for feedback. The five reports, the feedback we received on the reports, and our responses to the feedback are all available on the draft directive’s webpage.
