The Government of Alberta is currently undertaking a process to update the Water Conservation and Allocation Policy for Oilfield Injection (2006). The policy is being updated to meet a public commitment to review the policy and to address new and emerging water use issues in the upstream oil and gas sector.

This policy seeks to conserve fresh water in upstream oil and gas development; changes currently proposed include the expansion of the scope of the existing policy to all major water uses in the upstream oil and gas industry. See attached background document for additional information on extent of changes to the 2006 policy.

Purpose and Tasks:

To ensure a thorough review process, Alberta Environment and Sustainable Resource Development will establish a multi-stakeholder working group chaired by Andy Ridge, Executive Director of the Water Policy Branch. This working group will provide input that will be used to develop a final water conservation policy for upstream oil and gas operations for Alberta. The working group will review the proposed policy and provide comments and recommendations on its essential components.

Alberta Environment and Sustainable Resource Development would like to invite the Alberta Environmental Network to identify two representatives with water policy expertise to take a position on this working group. In anticipation of conflicting schedules and unforeseen circumstances, we also request that you supply the names of alternate representatives.

Time Commitment: 

It is anticipated that members of the proposed working group will be required to attend five full day working group meetings during the period of April 2014 to June 2014 (proposed dates: April 29-30, May 7, June 4, and June 11). Additional time will be required for preparation and review of circulated materials.

Expenses & Honoraria: 

Expense reimbursement and honoraria are available in accordance with the Alberta Environment and Sustainable Resource Development – Alberta Environmental Network Communication and Reporting Protocol and contract.

Selection Criteria: 

Alberta Environment and Sustainable Resource Development is seeking delegates who:

  • Understands and accepts the delegate expectations listed below.
  • Understands provincial environmental policy, particularly water policy, for the upstream oil and gas industry and other sectors of the economy.
  • Familiar with the provincial water policy/legislation; Land-use Framework and regional planning; provincial monitoring, evaluation and reporting systems; provincial regulations and frameworks for the upstream oil and gas industry.
  • Some technical knowledge of the upstream oil and gas operations and associated water use is desirable
  • Has experience in multi-stakeholder collaborative environments
  • Committed to effectively provide two-way communication between the working group and the environmental group of which they are a member (i.e. organization, Water Caucus, Oil Sands Caucus, other)
  • Membership in an AEN member-group in good standing.
  • Proven ability to participate, work professionally, constructively and collaboratively with other stakeholders and with government representatives.
  • Respectful of timelines and commitment to the process.

Delegate Expectations:

  • Make own travel and accommodation arrangements. - Review and analyze background documents provided associated with the working group agenda.
  • Provide input at the meetings, and in writing following the meetings, as requested.
  • Provide feedback to and from the ENGO constituent community.
